Lo scrivano comunale Carmine De Carmine ha un sogno, avere un cappotto nuovo e, dopo enormi sacrifici, riesce finalmente a farselo fare su misura da un sarto. L'abito trasforma totalmente il suo carattere e da timido qual'era diventa audace a tal punto da partecipare alla festa di Capodanno in casa del segretario generale, arrivando perfino a ballare con Caterina, l'amante del sindaco. Rincasando un ladro gli ruba il cappotto. De Carmine muore per la disperazione e il suo fantasma continua a vagare in cerca dell'amato indumento.
