As an unusual drought ravages the Pacific Northwest, two scientists and their team of experts attempt to reverse climate change by releasing thousands of liquid-condensing drones into the atmosphere. Designed to induce precipitation through a delicate balance of hot and cold, the drones suffer a torrential error. Violent, icy windstorms whip through the streets, tossing residents around like rag dolls. To make matters worse, the freezing twisters begin rapidly gaining in size and heading toward heavily populated cities. Now it's up to the team to stop the disaster before it's too late.
